PREAMBLE

Following your request for tender for the supply of above captioned subject, we are pleased to submit our proposal.

Based on your requirements, I am confident that we can exceed all of your Design-Build needs at a combination of service and price that you will find more attractive than anywhere else.

Mecalfab limited has a wealth of experience in the design and construction of commercial, institutional and industrial buildings, including cold storage warehouses, university administration centers, food processing facilities and distribution centers.

This project will be designed under the guidelines of the Ministry of Works and Infrastructure revision March 2010 which encompasses International Building Code (IBC) 2006 (updated 2009 and 2012) and American Society of Civil Engineers (ASCE) code 7-2005

We have also referenced the following internationally recognised building standards
– National Fire Protection Agency – NFPA 1 Fire Code
– NFPA 101 Life Safety Code
– The Building Regulations, (England & Wales) 2000

DESIGN NARRATIVE

Scope of works

Mecalfab Limited is pleased to submit the following proposal for the Design and Construction of the Building inclusive of Furniture, Fixtures and Equipment. 
The Site shall comprise of a single storey structure complete with site works and all necessary services to and from structure/s.

All engineering details, drawings and any other information necessary to obtain Town and Country Planning Division approval and all other approvals will be provided as required.

 

1. DESIGN AND ENGINEERING

INCEPTION AND ASSESSMENT

• Assessment of site by Engineering team
• Land Surveyor preliminary work on site outline boundaries
• Required Feasibility studies.

Preliminary Engineering

• Preliminary Engineering including architectural
• Conceptual designs and drawings
• Preliminary civil and structural designs including preliminary sketches on required services

Construction

• Fabrication drawings for contractor after approvals
• Detailed design Civil drawings for contractor
• Services required drawings and site layout drawings
• Visits to site by design engineers to verify layout

Fit-out and commissioning

• All designs and provisions for building fitting out
• Proper detailed drawings identifying FFE and provision for items
• Equipment details for commissioning

2. INSURANCES BONDS AND PRELIMINARIES

Insurances

• Provide required Workmen’s compensation, Public Liability, Contractor’s All Risk, Professional Indemnity insurances for project as per requirements

Bonds

• Establish performance bond from financial institution duly stamped and authorized as required

Temporary facilities set-up and take down

• Site Hoarding for Site with particular attention to Vehicular and Pedestrian traffic
• Hoarding shall include Posts with necessary framing complete with corrugated galvanized steel sheeting
• Entrance gates to site shall be provided to allow for construction workers, Equipment and materials.
• A security booth shall be provided for on-site 24hr site security guard
• Security shall be provided for duration of project 24hrs with estimated two (2) security guards per 24hr shift/s
• Provision for temporary power supply from T&TEC for Site lighting and site offices
• Provision for temporary water supply.
• Supply Potable water to site including 2 x 1000 gallon water tanks including delivery of water to site
• Construct and erect Site Board on site approximately 6’ x 10’ with galvanized steel posts and suitable framing.
• Site Board indicative of contractor, Client, Governing agencies if any, Project Management, Start and Finish dates.
• Annotated vinyl illustration of building site with building.
• Supply and install one (1) Pre-Engineered site office pre-fabricated at our O’Meara factory and delivered to site.
• Washroom shall be provided within site office and or portable washrooms as required
• One (1) temporary septic system interconnected to washrooms in site office for use during construction phase
• Site material storage containers shall also be delivered to site

Maintenance of Site Access

• Site access shall be maintained for both vehicular and pedestrian traffic during construction
• Provide and maintain road access with compacted sub base and one layer of Blue Metal Crusher-Run.
• Provide water supply as/if required for wetting of roads to prevent dust.

HSSE Compliance

• Provision for Muster Point areas and other OSHA standard requirements
• Provide necessary signage indicative of safety requirements
• Necessary Log books and stationary for recording personnel and visitors to the site on a daily basis.
• Provide Proper PPE for all site workers and visitors to site
• HSSE Officer assigned to site to ensure compliance

3. SITE PREPARATION

Demolition & Site Clearance

• Demolition of existing concrete steps and remnants of previous building including retaining walls and roads and removal to landfill site
• Clearance of trees and shrubs in area for construction and removal from site
• Provision for Transport for heavy machinery to and from site including police escort
• Provision for truck deliveries

Site Grading

• Clear site of all organic material, any debris, establish boundaries, services.
• Entire site shall be graded in accordance with areas as set out for building, car park and road access
• Provision for Transport for heavy machinery to and from site including police escort
• Provision for truck deliveries

4. BUILDING STRUCTURE

Foundations

• Excavate to the lines and levels as determined by the Engineer. Excavation and Backfilling shall be carried out in such a manner as to avoid damage to adjacent structures and temporary support shall be provided as necessary.
• Excavations shall be protected from the weather and kept dry by suitable means.
• An approved Anti-Termite treatment shall be provided consisting of the use of a chemical barrier as a soil treatment, which is lethal to subterranean termites.
• Foundations will be steel re-enforced concrete pad footings, to depth determined by Engineer, connected with steel re-enforced concrete ground beams.
• Steel re-enforced concrete pedestals with hold down bolts to receive Structural Steel Building frame.
• Concrete filled steel re-enforced foundation blocks will be placed to raise ground floor level to required level.
• Steel re-enforcement shall be Grade 410 high yield strength bars to TTS 1635500 or TTS 1635501, shall be clean and free of scale and bent cold
• Under floor damp-proofing shall be polythene sheeting 500 gauge (0.127mm thickness) laid over blinded hardcore.
• Ground Floor shall be 5 1/2” thick 3500-psi with 6”x 6” 12 gauge welded steel fabric complying to B.S. 4483.
• The surface of the concrete slabs shall be power floated to a uniform smooth surface and cast in panels of 40 sq m with 48 hour intervals being left between casting adjacent panels. All exposed unfinished concrete floors will be surface hardened with Nitofloor monolithic surface hardener.
• All concrete for foundations and floor slabs shall use an approved ready-mix supplier. Certificates showing batch records and sample test cubes shall be taken at each pour and tested in accordance with B.S. 1881. Construction joints shall be provided in accordance with the Engineer’s design.
• All formwork as required shall be provided as necessary to carry out the foundation works.

Structural Frame

• Primary structural support to be structural steel I beams, pre-fabricated main joists and stanchions. All structural members shall be provided with predrilled welded end plates to allow easy bolted assembly. All structural steel shall comply with the requirements of AISC “Manual of Steel Construction (First Edition) LRFD. All welding shall be carried out in accordance with ANSI/AWS D1.1-92 Structural Welding Code.
• Structural Steel: ASTM A36
• Bolts: High Strength: ASTM A325
• Welding Electrodes: ANSI/AWS A5.1 (A5.5)
• Radiographic and/or ultrasonic test samples of the shop welds shall be provided for review and approval by the Engineer.
• All stanchions shall be structural steel I beam, with anchor plate bolted to pedestal hold down bolts.
• Main and Intermediate joists shall be structural steel I beam.
• All steelwork shall be power tool cleaned in accordance with SSPC-SP3 and contamination by oil or grease shall be cleaned with white spirit before application of primer coating. All concealed steel surfaces shall be painted with a 2.5 mils (dry film) coats of inorganic zinc primer, exposed steel surfaces shall be coated with additional coat industrial enamel.
• Erection of steelwork shall be carried out in a manner approved by the Engineer and in accordance with OSHA guidelines.
• The surface of the concrete slabs shall be power floated to a uniform smooth surface and cast in panels of 40 sq m with 48 hour intervals being left between casting adjacent panels. All exposed unfinished concrete floors will be surface hardened with Nitofloor monolithic surface hardener.
• Main internal stairway shall be structural steel with hard tile finish
• All steelwork shall be power tool cleaned in accordance with SSPC-SP3 and contamination by oil or grease shall be cleaned with white spirit before application of primer coating. All concealed steel surfaces shall be painted with a 2.5 mils (dry film) coats of inorganic zinc primer, exposed steel surfaces shall be coated with additional coat industrial enamel.
• Stairways complete with rails – as shown in RFP

Roof

• Provide roofing throughout building as designed by engineer/architect
• Provide any necessary parapet walls
• Provide for roof water run off gutter and down pipes

5. BUILDING ENVELOPE & BUILDERS WORKS

External walls and Façade

• External walls throughout shall be 6” thick concrete block with masonry finish
• Concrete block shall be delivered to site and kept dry above ground on pallets
• All Mortar mixes shall comply with ASTM designation – standard specification for mortar
• Walls shall be constructed as shown in RFP
• Protection of works
• Required scaffolding and planks

Internal walls and Façade

• Internal walls throughout shall be 6” thick concrete block with masonry finish
• Concrete block shall be delivered to site and kept dry above ground on pallets
• All Mortar mixes shall comply with ASTM designation – standard specification for mortar
• Walls shall be constructed as shown in RFP
• Required block wall section for elevator shaft
• Protection of works
• Required scaffolding and planks

Windows and Framing

• Provide windows installed as shown in drawings complete with necessary aluminum framing fixings and fasteners.
• Glazing installed throughout the front entrance complete with transom
• Laminated safety glass glazed in an annealed form
• Rated safety glazing method for hurricane winds
• Finished grey reflective throughout.
• Aluminum framing system, sealants and accessories.
• Aluminum sun shade devices installed in northern elevation as shown.
• Steel bars behind tempered glass located at main entrance
• Cell Ventilation windows (steel bar) in concrete
• Bullet Proof Glass divider installed in reception area as shown
• Glass vision panels within internal walls as required

 

Doors and Frame

• Provide interior doors throughout of 1½” thick solid core flush faces and powder coated aluminum door frames with three (3) stainless butt hinges per door and knob style grade 1 commercial stainless steel locksets as required and specified in RFP.
• Doors above are smooth steel doors
– Faces: .021-inch (24 gauge) minimum thickness, tension-leveled cold rolled steel, zinc coated, minimum coating weight 0.11 ounce/sf, conversion-coated to permit paint bond.
Door edges: machinable kiln-dried pine, mechanically locked to door faces, four-sided full thermal break provided. Stile edges molded from full 5/4 stock, lock area reinforced with solid blocking in full area of passage and deadbolt locksets. Door bottom edge: moisture-proof and decay-proof composite.
Core: foamed-in-place polyurethane, CFC-free, density 2.0 pcf minimum, K-factor of 0.14 for minimum thermal transmittance. All door surfaces factory painted in medium gloss white.
• Provide two (2) only glass shop front type Main entrance/exit double (double action) doors with anodized aluminum frame, 12mm thick tempered glass and complete with overhead double action closure with full door height push and “C” style pull handles.
• Heavy Duty Electrical Room louvered door painted in red
• Emergency Steel Exit doors complete with Heavy duty hardware and emergency Panic Bar.


• Finished grey reflective throughout.
• Aluminum framing system, sealants and accessories.
• Aluminum sun shade devices installed in northern elevation as shown.
• Steel bars behind tempered glass located at main entrance
• Cell Ventilation windows (steel bar) in concrete
• Bullet Proof Glass divider installed in reception area as shown
• Glass vision panels within internal walls as required

6. FINISHES

Ceiling Finishes

• Ceiling finishes as specified in RFP to be Gypsum in aluminum framing
• Finish shall be Mud, primed and painted white
• Concrete finish for Cell area
• Areas not suitable for gypsum will be finished with Armstrong suspended ceiling system

Floor Finishes

• Floor finishes shall be Terrazzo finish throughout most areas.
• Washroom areas complete with non skid tile surface

Wall Finishes

• Standard block areas shall be primed and painted with 2 coats of paint
• Wall tiled shall be applied in areas as identified in scope

7. HVAC

HVAC Conduits

• Ducting throughout to include:
• Ducting fabricated with 24gauge galvanized steel throughout
• Fiberglass duct wrap insulation throughout
• Supply diffusers with air control dampers
• Return grilles section
• Flex duct supply from main branches
• All necessary ducting, air diffusers and air grilles as required and shall maintain indoor temperature of 72°F with a humidity held at an average of 55% RH.
• Fresh air intakes shall be integral to systems using 35% filter to trap 10 mill micron size particles.
• Support duct brackets and aluminum joiners and sealants
• All necessary fixings and fasteners

HVAC Plant and Equipment

• Air Conditioning systems shall comprise of four (4) 20 TON
Packaged systems
• 230/3/60.
• Units shall be positioned on roof and ducted into building
• Digital voltage protectors included
• Systems complete with:

  • Heavy-gauge steel panels and full perimeter heavy gauge galvanized steel base
  • Rigging holes
  • Hinged access panels
  • Corrosion Protected
  • Coated coil, coated reheat coil, painted blower housing and outdoor base
  • R410 a units
  • Full specifications attached

HVAC Controls

• HVAC controls to include thermostats and thermostat guards
• All necessary control wiring to systems

8. ELECTRICAL WORKS

Electrical Conduits

• All electrical works shall be carried out by a licensed electrician and shall be in complete accordance with the rules and regulations of the Electoral Inspectorate. An inspection certificate will be provided and all works shall be certified by The Trinidad and Tobago Electricity Commission (T&TEC).
• All electrical conduits shall be concealed within special aluminum extrusion devices or within ceiling cavity.
• Provide allowances in civil works and ground works for cables and wiring for main power, power distribution and data throughout site.
• Provide for all proprietary aluminum extrusions placed in wall during construction to allow for wiring.
• Provide all necessary in wall channels and openings for incoming and outgoing cables.
• PVC conduits and trunking where necessary

Electrical Wiring

• The distribution system from the H.V. transformer to the main board shall comprise of copper buss-bars, single and multi-core copper conductors and cross-linked polyethylene insulation for all feeder cables.
• All necessary wiring for plug outlets
• Wiring to all main equipment including external works

Electrical Outlets and switches

• Provide for all internal power outlets and all other lights and switches.
• Provide adequate 115 volt outlets provided for layout.

Electrical Outlets and switches

• Main distribution panels and circuit breakers shall be general electric (GE) brand and adequately sized for electrical load.
• Provide PVC-EMT metal conduits and cable trays with necessary earth continuity
• The capacity of main circuit systems and sub-circuit systems shall be capable of accommodating all required office loads.
• Provide allowances in civil works and ground works for cables and wiring for main power, power distribution and data throughout site.
• Provide for all proprietary aluminum extrusions placed in wall during construction to allow for wiring.
• Provide all necessary in wall channels and openings for incoming and outgoing cables.
• Provide 230/3/60 electrical sub distribution panel/s located in first floor
• Provide 230/3/60 power supply to weather proof isolators for all packaged air conditioning units located on the roof of building.
• Provide supply for external lighting, water pump and all other electrical supply for building requirements.
• Provide power supply for external lighting and supply to Waste Water Aerobic UV packaged treatment plant.
• Provide electrical infrastructure for switching to emergency backup power from emergency generator and Automatic Transfer Switch (ATS)

Lift Installation

• One (1) Passenger lift located at ground floor main entrance.
• Elevator shall be SCHINDLER design with one (1) front automatic centre opening for passenger lifts.
• Passenger lifts net load 8 persons
• NeoLift Miconic 10 control panel for optimized passenger floor
• LCD screen personalized with company name and logo
• Fan with switch in the cabin for additional ventilation
• Intercom with interconnection to reception
• Lobby vision for traffic management
• Firefighting service for emergency operation.
• Shatter proof Mirrors installed in the back panel

Electrical Lighting and Infrastructure

• Provide electronic 4 x 32 watt fluorescent light fixtures throughout
• Provide External lighting around building perimeter
• Provide sufficient Carpark and perimeter lighting
Generator
• Provide CUMMINS Power Generation Model C60D6 emergency generator complete with an Automatic Transfer switch to be located in electrical room. Voltage /230V 60Hz/ 3ph – 60KW/ 75KVA Prime.
• Unit furnished complete with 12gauge steel sheet Sound attenuated weather proof enclosure with high corrosion resistance.
– Mechanically welded chassis with anti vibration suspension.
– Exhaust outlet with flexible and flanges.
– Viewing window with easy accessible emergency stop button.
– A critical silencer is mounted inside the enclosure.
– Large doors allow easy access to the generator set for service and monitoring purposes.
– System complete with ASCO 300 series Automatic Transfer Switch (ATS) and battery charger.
• Installation, start up and commissioning of generator.

9. IT, SECURITY AND COMMUNICATIONS

Computers and Servers

• Supply and install computer systems and servers as specified in RFP

UPS System

• Provide UPS System.
• One EATON Power ware Blade Preassembled Blade UPS (standard run time at projected load 8min, battery included)
• Preassembled 3 modules, 36KW, 208V, Inclusive of Cabinet and rack plus (1) web/SNMP
• UPS Preventative Maintenance Program included (3 services per year)

Cameras and Support Infrastructure

• Provide video surveillance CCTV system, camera IP system with external high resolution, auto iris, auto run cameras for monitoring externally and car park area, internal LCDS colour cameras, dvr recorder, 17 inch lcd monitor and battery back up.
• Provide Networkable, programmable proximity access control system for up to 8 doors with 2 linkable controllers.

Telecommunication Infrastructure

• Supply, delivery and installation of structured cabling solutions to meet the specified network requirements
• Cat6 cable installation to all locations including cable from each location back to designated communication room for termination
• 6 core Multi-mode Fiber Optic cable installation including 2 cables from services connection to main fiber connection
• Supply and installation of one (1) Fiber Optic cable from main fiber connection to second floor communication room
• All termination equipment for cat6 cabling including modules, patch panels and faceplates
• Termination equipment for fiber optic cabling including connectors, loading plates and patch panels
• Labeling of all cabling including both fiber and cat6 copper cabling

Fire Detection and Access Control

• Supply and installation of zoned systems utilizing both thermal and smoke detectors.
• FCI Gamewell manual pull fire alarm stations and bells.
• Spectre Alert Advance selectable horns and strobes.
• Fire systems and controls suitably located as per local fire authority.
• Interlocked system with HVAC to provide shut down in case of fire
• Innovair series four (4) wire duct smoke detectors for direct duct mounting with continuous electronic monitoring.
• Duct Smoke detectors wired for airflow automatic stop on activation.
• Interlocked system with fire alarm system to smoke detectors.
• Fire extinguishers C02 and Halon as required by Fire Services

10. PLUMBING WORKS

Potable Water

• All plumbing works shall be carried out by a licensed plumber and the works installed to approved standards as established by WASA
• Plumbing works shall include all water supply, drain and piping required for complete operating installation.
• Provide all necessary wall chases, cavities and openings for incoming outgoing water and waste lines
• Set all piping as required prior to floor works for all sanitary operations.
• All required piping shall be set prior to completion of external works.
• Provide 4000 gallons back up potable water supply complete with water pump, pressure vessel, float switch and accessories.
• Provide tank-less commercial water closets, elongated front with seat only, white ceramic with Zurn manual flush valve mechanism as shown on drawings.
• Provide commercial grade, oval, white ceramic drop in style washroom sinks with manual water saving push type faucets mounted in solid surface vanity counter tops as shown on drawings.
• Supply standard sinks
• Provide commercial grade wall mount, white ceramic urinals with Zurn manual flush valve mechanism as shown on drawings.
• All necessary plumbing fittings and fixtures as required for installations

Sewer System

• Provide installation of schedule 40 PVC lines for sewer waste from buildings to waste water treatment plant ncluding manholes. Lines shall be placed in sand fill bed to the lines and levels as determined by the Engineer.
• Supply and install a dedicated waste water/sewer treatment system.
*One (1) AEROBIC TREATMENT UNIT complete with air compressor and controller. Tank constructed of Fiberglass material complete.
*One (1) SALCOR Ultra Violet Disinfection Unit.
*Two Pre tanks.
*Bracket assembly for mounting UV controller and compressor controller.

Fire Water System

• Provide individual Tank storage to be 4,000Gall dedicated supply complete with Fire pump
• Supply shall not be linked with potable supply
• All necessary piping required for operation
• Fire pump to be connected to Emergency Generator

11. FURNISHINGS AND FIT OUT

Furniture

• Supply and installation of all furniture as listed in Appendix B6
• Furniture shall include: Desks, Chairs, Filing Cabinets, storage cabinets, tables, benches
• Camera chair with cameras an tripod

Fixtures

• Supply and install all fixtures as listed in Appendix B6
• Fixtures shall include: Storage Racks, Hooks, mirrors, custom made counters including reception area, shelving, Mop Sinks.

Appliances

• Supply and install all appliances as listed in Appendix 6
• Appliances shall include: Refrigerator, Freezer, DVD Player, Microwave, kettles and the like

Lockers

• Supply and install all lockers

Beds

• Supply and install all beds including Stretchers

Signage

• Supply and install signage as shown on drawings
• Emergency exit signage
• Department signage with simple Vinyl signs

12. EXTERNAL WORKS

Electrical Kiosk

• Construct outdoor Electrical Kiosk building complete with provisions for Cabling entrances and exits
• Concrete building with concrete roof approximately 12’ x 8’
• Steel electrical door
• Necessary cable trays, fittings and fixtures

Water Storage Tanks

• Provide 4 x 2,000gallon water tanks for back up supply to building
• Provide necessary plumbing to and from tank systems
• All required floats and valves
• Commercial water pump

Dog Kennels

• Construct Dog Kennels for animal station
• Concrete structure complete with galvanized roofing structure
• Steel fabricated gates
• Storage section with doors

Retaining Walls

• Construction of all retaining walls required – Allen Blockwall as specified
• All units shall be sound and free of cracks or other defects
• Walls installed in areas of car parks and below fence level in undulating areas

Drainage System

• Necessary Box drains with reinforcement work
• Concrete base and 8” blocks shall be bedded with all joints flushed up solidly with mortar of typical width 12mm
• Provision for Manholes as necessary on site
• Channels for manholes shall be formed and finished smooth in concrete or constructed of preformed half circle channels with sides benched in concrete.
• Sections of connecting pipes and drains shall be incorporated into the construction and placed at the elevation, direction and grade required.
• The inner ends of the pipes or drains shall be finished flush with the inner faces of the walls
• Concrete cover slabs shall be accurately set true to the line and required elevation

Fencing and Gates

• Construct Concrete fence with gates in accordance with RFP and as per architects design
• The Areas around site not including the entrance shall be high security fencing as detailed
• Enclosed areas for secure Vehicle reception
• Perimeter fence shall only enclose building and car park area and not enclose the entire site
• Provision for secured Staff Access

Paving

• Paving of Car park area approximately 3353 square yards:
• Establish vertical and horizontal alignment of the Car Park
• Cut existing surface to design level and roll formation level
• Sub Base and Base Course Material will be placed in 150mm layers and compacted, brought to design elevation level
• Base Course will be graded and re-compacted using the required 2% for road surface drainage
• Prime coat will be applied using Rapid setting emulsion CRS2.
• The final wearing surface will be applied in 50mm thick layers.
• Lay-by shall also be included in paving as above
• Car-Park Concrete curbs for each parking space and at corners of car park access points with Grass
• Painting of Car Park spaces, curbs, Handicap spaces and necessary indicative traffic signals
• Grass reinstatement to Areas damaged due to construction.
• Provision for Pavements for Pedestrian access to main entrance from Main Road

Landscaping

• Provide landscaping throughout site including final leveling
• Grass planting in areas around parking
• Provide filling of gaps and voids due to construction

13. PLANT & EQUIPMENT RUNNING COSTS

• Start up and commissioning of Plant and equipment including Running costs during test phase.
• Supplier input including foreign technical back up services

14. TRAINING

• Training shall be provided for each relative department within facility
• All training will be relevant to equipment supplied
• Certified trained technical staff for manufacturing facility will conduct sessions as required

15. MANAGEMENT & SUPERVISION RUNNING COSTS

• Management and Supervision as it relates to Plant and Equipment and fit out stages nearing completion
• Technical Foreign representatives for Installation supervision as required
